Who is Required to Have a Florida Drivers License?
Florida requires anyone driving a motor vehicle on public streets and highways to have a valid Florida drivers license. If you move to Florida you are required to get a Florida drivers license within 30 days of becoming a resident. This is important because if you are a Florida resident and are pulled over but you do not have a Florida license you could be subject to fines.

Be sure to read the entire manual carefully. If you do not read and study this manual, you may not pass the knowledge test required to obtain a DC DMV driver license.

Who Does Not Need a Florida Drivers License?
There are many situations when you can drive in Florida without a Florida drivers license as long as you have a valid license from another state or country. A few examples include US government employees driving government vehicles on official business, non-residents attending college in Florida, and members of Armed Forces stationed in Florida. The MVA knowledge test that you must pass to get a non-commercial Class C learner's permit is based on information in the Maryland Driver's Manual. The manual includes basic knowledge on driver safety for new drivers, including: Marylands traffic laws; highway signs that warn and direct traffic; safe driving practices. Please study the Maryland Driver's Manual and practice with the Maryland Online Driver Test Tutorial to prepare for the knowledge test before coming in to the MVA to apply for your learner's permit. The manual can be downloaded or pick up a copy at any MVA branch office.
The knowledge test is administered on a computer in English or Spanish, as well as Korean, French, Vietnamese, Nepali, and Traditional Chinese. If you require an oral test, they are conducted by appointment only and you must schedule the appointment at an MVA branch office.'
